The Schuylkill River is represented by an allegorical female figure seated next to a water wheel. Her proper left arm is extended out toward the water wheel as water rushing from the bottom of the water wheel. Behind her water pours from the mouth of a pump and overflows a small reservoir. The sculpture is installed over the doorway of one of the small waterworks buildings.
