Summary:
"The central figure is the seated female Columbia. An eagle, also symbolic of the United States, is located at her right side; a nude youth stands at her left; the rays of the sun reach upward from behind her. The figures to the left of Columbia represent National Defense. A nude soldier with a shield rides a horse, while a reclining nude female is shown in the corner surrounded by books. National Resources, to the right of Columbia, is symbolized by a nude female riding atop a bull and carrying a sheaf of wheat while the corner figure is a reclining male with a large hammer."
