From card: "This consists of a piece of black cloth the ends of which are faced in ribbon. There are two beaded panels at either end in floral designs. According to the tag this ornament is attached to the hair and allowed to hang down the back."
Per Elizabeth DeNike, 6-2-2011, this is a woman's cloth hair wrapper. It would have been worn wrapped with hair binder pendants like E358560-0 or E418794A-0.
From old tag with the artifact (parts of which are hard to decipher, so this is the best attempt): Side 1 of tag: "Winnebago ... [woman] - hair ornament. Hair being done [?] up + hangs [?] down back -"; Side 2 of tag: "No 30. P.M.S.".
